This is a unique piece call an Epergne.  It has made of silverplate and the 5 vessels are cut glass.  Here is the history of its use:

          Serving food: Historically, they held bite-sized finger foods like nuts, fresh fruits, pickles, and sweetmeats (candies or crystallized fruits)

          Serving space: The tiered, branching design allowed guests to reach treats easily without passing heavy dishes around a crowded table.

          Decoration: They were designed to hold floral arrangements, glass horns, or small candles to elevate a formal dining room setup.
